That's what counterintelligence has done--been there and
done that.
Counterintelligence, which is essentially to Identify,
Penetrate and Neutralize any person or group seeking to harm
the United States, was used successfully to win the Cold War
against Soviet Communism and its ideology. It was a long,
global fight with many good and bad lessons learned along
the way, as well as skills and techniques perfected over the
years.
We've
already learned from the Cold War what we need to fight in
this new war. This kind of hard-earned counterintelligence experience
protected this country against spies and foreign
intelligence services. This SAME counterintelligence
knowledge can be used to protect this country against
terrorists and terror groups.
It is no surprise, then, that counterterrorism is actually a
subset under counterintelligence according to
the Intelligence Authorization Act and Executive Order
12333. You use the SAME proven counterintelligence
techniques, tools, tactics and strategies to counter
terrorist groups and acts of terrorism. Been there, done
that.
The CI Centre is the nation's premier counterintelligence

Al-Qaeda operatives and other terrorist organizations have
certainly learned from the past.
They are trained in classic intelligence and

their terrorist acts, they conduct surveillance, recruit
sources, activate sleeper agents, and secure their plans
with OPSEC (operations security) and even by the use of
double agents.
It is in this period that counterintelligence can be most
effective in preventing attacks by Identifying, Penetrating
and Neutralizing.

Al-Qaeda
Training Manual found by police during a search of a terrorist's
residence:

Spy: "It is said that
the spy is called an eye because his work is through his eyes, or
because of his excessive and preoccupation with observation, as if all
his being is an eye."

Espionage: "Spying on
the enemy is permitted and it may even be a duty in the case of war
between Muslims and others."

Secret Sources: "The
most important secret sources of information are from individuals who
are recruited as either volunteers or because of other motives,
recording and monitoring, photography, interrogation, documents by
burglary or recruitment of personnel, surveillance, spying and
observation."

Recruitment: "The
brother gathering the information may start a friendship with one of the
soldiers or officers of that base. Information may be collected
gradually and easily from soldiers when giving them rides from the camp
to the bus or train stations. Candidates for recruitment: workers at
coffee shops, restaurants and hotels, employees at borders, airports and
seaports, etc."

Case Officer/Agent
Handler: "The brother who manages the agent should possess the
qualifications of a perfect spy, a psychiatrist and an interrogator...he
lures the agent with money and gifts."

Surveillance: "It is
necessary to gather as much information about the location as possible.
For instance: the economic characteristics of the area and traffic
congestion times, amount and location of lighting, transportation lead
to the location, etc. It is preferable to photograph the area as a whole
first, then the street of the desired location. If possible, panoramic
pictures should be taken."

Mission: "Gathering
information about the enemy, the land, the installations and the
neighbors.....The nation that wants to achieve victory over its enemy
must know that enemy very well. It also must know the site of the battle
in detail."
US counterintelligence has a long history of identifying and neutralizing
foreign intelligence "Illegals" or "sleeper agents/cells" living in the United
States. There is little difference between these agents and terrorist
"sleeper" cells.
The same methods used to identify/neutralize one can
do the same to the other. But the key is first understanding, learning
and incorporating the discipline of counterintelligence.
