Why Outsource Counterintelligence Training?

Why would US Government agencies and military services outsource their counterintelligence training instead of having their own employees give the training?

Yet when logically thought through, the question really should be, why wouldn’t you want these organizations to outsource their CI training?

Why would you want a young, new military noncom to be tasked to give CI briefings to his unit? Why would you want to have an experienced intelligence officer rising in her career to teach a great CI course, only to have her move up to another job in a year? And most of all, why would you want to task your valuable people and time resources towards training and away from the War on Terror mission?

1) Highly-experienced counterintelligence subject matter experts. We are former government intelligence officers who spent our careers in the CI field–working, managing, investigating, analyzing CI cases, issues, plans, strategy and operations. Now retired from 25 to 30+ years in the USG, we are ready to impart our knowledge and experience to the younger generation. In-house trainers often have about 10-12 years experience in the government.

We have had our careers and now we are dedicated to one thing–CI training. In-house trainers may be available to give CI briefings for only one or two years before they move on to other jobs.
