Intelligence & Counterterrorism News for the week of:

October 14-20, 2007

Turkey votes to send troops into northern Iraq

Turkish leaders have stressed that an offensive against the rebels of the Kurdistan Workers' Party, or PKK, will not immediately follow the authorization. But the vote will be seen as an escalation of a growing threat to regional stability. With oil prices hovering close to the record level of $90 a barrel as markets factored in the chance of renewed fighting, the Nato secretary general, Jaap de Hoop Scheffer, telephoned the Turkish president to urge restraint… While the rhetoric was powerful the reality is the Turkish military has staged more than a dozen cross-border incursions since 1990 against the PKK but the rugged mountain terrain of north Iraq means none of them have been decisive. The PKK has been able to avoid crippling losses and simply melt away into the hills. Unfortunately, civilians have not got off so lightly and there have been reports of hundreds of villages destroyed with largescale loss of life.……(Telegraph, 17 Oct 07)

Understanding and Disrupting Terrorist Financing - Individuals and Cells

This is the fifth in a series of five articles.  In order to disrupt terrorist financing, there must be a more comprehensive understanding of the multi-dimensional elements involved in the funding process… This article focuses on individuals and cells.  Individuals engaged in terrorism should not be viewed in the general sense of being terrorists  They are not one dimensional.  It is essential to identify them according to their specific roles and functions.  They include donors, fundraisers, facilitators, recruiters, conduits, leaders, foot soldiers and suicide bombers.  Each type of individual possesses specific and unique funding requirements.  Some may deal solely with the sources of funds (fundraising), some may deal solely with the use of funds and some with both.  Cells function in a parallel manner.  Entities are facilitation tools and serve as money laundering mechanisms……(Counterterrorism Blog, 16 Oct 07)

Controversial Syrian Preacher Abu al-Qaqa Gunned Down in Aleppo

As Syrian preacher Dr. Mahmud al-Aghasi, known as Abu al-Qaqa, left an Aleppo mosque after Friday prayers on September 28, an assassin stepped out of a car and opened fire with an automatic weapon. The controversial preacher received mortal wounds to the head and body, while three others were wounded. Little information on the case has emerged from the normally secretive and tightly controlled Syrian state. Most of what is known comes from al-Qaqa's own followers in Ghuraba al-Sham (Strangers of Greater Syria), some of whom chased the killer for two to three kilometers before apprehending him.……(Global Terrorism Analysis, 16 Oct 07)

Countering the Art of Information Warfare

…Today, the US Department of Defense uses more than 5 million computers on 100,000 networks at 1,500 sites in 65 countries worldwide. Not surprisingly, potential adversaries have taken note of the US's slavish dependence on bits and bytes. In an average year, the Pentagon suffers upwards of 80,000 attempted computer network attacks, including some that have reduced the US military's operational capabilities. Also, in the last few years, the US Army's elite 101st and 82nd Airborne Divisions and 4th Infantry Division have been "hacked". While it is difficult to determine the source, according to the Pentagon, most attacks on the US digital Achilles' heel originate in China, making Beijing's information warfare (IW) operations an issue we had better pay close attention to…..(Family Security Matters, 16 Oct 07)

Afghanistan: necessity, impossibility

…According to sources inside Afghanistan, Taliban leader ‘Mullah' Mohammed Omar sent a secret envoy to President Hamid Karzai earlier this year to discuss his possible entrance into the Afghan government. This remarkable move culminated in Karzai's recent offer of talks with the elusive cleric, followed by a Taliban announcement that the group would consider speaking with Kabul. The moment is ripe for negotiations; diplomacy promises benefits to both Kabul and the Taliban's political leadership. Unfortunately, this window of opportunity will most likely be squandered……(ISA Intel, 16 Oct 07)

The Real Iraq We Knew

…As Army captains who served in Baghdad and beyond, we've seen the corruption and the sectarian division. We understand what it's like to be stretched too thin. And we know when it's time to get out. What does Iraq look like on the ground? It's certainly far from being a modern, self-sustaining country. Many roads, bridges, schools and hospitals are in deplorable condition. Fewer people have access to drinking water or sewage systems than before the war. And Baghdad is averaging less than eight hours of electricity a day……(Washington Post, 16 Oct 07)

It's cyberwar!

In the overheated rhetoric of Chinese military strategists, it is known as the assassin's mace -- an expression that refers to an unconventional weapon or strategy whose impact is so unexpected and unpredictable that it can tilt the balance of war in favor of the weaker combatant. The Chinese assassin's primary target is the United States. The assassin's weapon, however, relies more on intrigue and technological sabotage than brute force…Cyberwarfare is a step beyond espionage. It involves disabling or corrupting an adversary's computer systems. This spring, for example, Estonia accused Russia of cyberattacks that crippled bank and government computers following a dispute between the two nations about a Russian war memorial in the Estonian capital. Russia has also been accused of cyberattacks against Ukraine, while South Korea has alleged that North Korea has trained 600 hackers for attacks not only against it but also the U.S. and Japan……(MacLean’s, 15 Oct 07)

Homeland security plan draws fire

…the strategy doesn’t fully address the problem of cyberattacks that could cripple the government’s response to a national security crisis, critics said. Many essential and emergency services rely on the uninterrupted use of the Internet. More importantly, terrorists and hostile foreign governments can access the Internet and use it for their own gain, the document states.  White House officials said the federal government is improving cybersecurity. To secure the U.S. cyber infrastructure against man-made and natural threats, federal, state and local governments and the private sector are working together to prevent damage and abuse of Internet systems, the document states. But for anyone interested in more details, the updated strategy refers to the Bush administration’s nearly five-year-old National Strategy to Secure Cyberspace…..(FCW, 15 Oct 07)

Law center: Little evidence of jihadists in the U.S.

Six years of investigations and prosecutions have turned up little evidence of Islamic jihadists at work in the United States, according to a study released Monday. The study, conducted by New York University's Center on Law and Security, tracked 510 cases billed as terrorism-related when arrests were made. But it found only 158 of those people arrested since al Qaeda's September 11, 2001, attacks were prosecuted for terrorism……(CNN, 15 Oct 07)

Officials Brace for Foot-And-Mouth Scare

Yet federal officials said their concerns showed how the government probably would respond to a foot-and-mouth epidemic……(AP, 15 Oct 07)

Lehigh University plans global Islamic studies program

Lehigh University is planning to leap into the world of Islam with a new center that approaches the worldwide religion from many disciplines and regions -- beyond the Arabic language and the Middle East, which people tend to associate with the religion. In her inauguration speech last spring, President Alice Gast outlined a vision that included an Islamic studies program that would encompass all the regions where Islam is dominant, and the cultural side of the religion……(Morning Call, 15 Oct 07)

An Internet Jihad Aims at U.S. Viewers

When Osama bin Laden issued his videotaped message to the American people last month, a young jihad enthusiast went online to help spread the word. “America needs to listen to Shaykh Usaamah very carefully and take his message with great seriousness,” he wrote on his blog. “America is known to be a people of arrogance.”…Unlike Mr. bin Laden, the blogger was not operating from a remote location. It turns out he is a 21-year-old American named Samir Khan who produces his blog from his parents’ home in North Carolina, where he serves as a kind of Western relay station for the multimedia productions of violent Islamic groups…Terrorism experts at West Point say there are as many as 100 English language sites offering militant Islamic views, with Mr. Khan’s — which claims 500 regular readers — among the more active. While their reach is difficult to assess, it is clear from a review of extremist material and interviews that militants are seeking to appeal to young American and European Muslims by playing on their anger over the war in Iraq and the image of Islam under attack…..(New York Times, 15 Oct 07)

NEFA: Iraqi Insurgents Blame Online Antics by Al-Qaida Supporters for Harming "Obelisk" Network

Over the past year, prominent Internet chat forums which underpin the terrorist communications network known as "Obelisk" have increasingly become the stage for bitter infighting between Al-Qaida and other competing Islamic extremist groups, including the Palestinian Hamas movement, the Islamic Army in Iraq (IAI), the Mujahideen Army, the 1920 Revolution Brigades, "Iraqi Hamas" and--most recently--Asaeb al-Iraq al-Jihadiya.  The back-and-forth bickering has grown so intense that, several months ago, it actually sparked a bizarre split among opposing administrators on the top-ranking Al-Boraq chat forum--most closely associated with the Islamic Army in Iraq (IAI) but nonetheless an integral part of the so-called "Obelisk" network……(Counterterrorism Blog, 15 Oct 07)

The Persian Abyss: Iranian Evolution: Facts and Fantasies

…As an Iranian, I am sometimes mystified by the jejune idealism and the pseudo-prescience that have become endemic in the rhetoric of Washington policy makers and columnists regarding Iran’s future. Yet, from propping up despots who inflict hell upon their citizenry in Saudi Arabia and Egypt, to aligning with fascists of convenience like Saddam Hussein when he was decimating the unwanted of his society and then going to war with that same tyrant once American economic interests were threatened, and to being overtly complicit in arming and training of Islamic psychopaths like Bin Laden who later attacked the American mainland, it would appear that Washington may attempt to reconcile its past failures by introducing a monumental one, a grand finale…..(Jerusalem Post Blog, 15 Oct 07)

Swedish documentary follows "regular" Europeans who turn to jihad

Why do young men, who have grown up in the safe bosom of Scandinavia, want to sacrifice their lives for Allah? The film, "Aching Heart," will open in Sweden on Oct. 19 but has already gained much attention...Oscar Hedin, the director, gained the trust of some of Bektasevic's friends and "jihadi brothers" in Göteborg….Apart from Bektasevic, no one in the film issues a direct threat against Sweden or any other target, but the underlying message - the justification of suicide attacks, and attacks against civilians - is clearly militant. In one segment, Hedin followed Lennart, a 29-year-old convert friend of Bektasevic's who is also known by his online pseudonym, Abu Usama el Swede, to Sarajevo to visit his friend in jail. While there, Lennart meets Abu Hamza, a Syrian veteran of the Bosnian war, and their discussion turns to jihad. The proposal, which appears at odds with Canada’s privacy laws, would mostly involve Canadians who join the annual winter exodus to Mexico, Cuba and the Caribbean.……(New York Times, 14 Oct 07)

Terrorists in training head to Pakistan

As Al Qaeda regains strength in the badlands of the Pakistani-Afghan border, an increasing number of militants from mainland Europe are traveling to Pakistan to train and to plot attacks on the West…The emerging route, illuminated by alleged bomb plots dismantled in Germany and Denmark last month, represents a new and dangerous reconfiguration. In recent years, the global flow of Muslim fighters had shifted to the battlefields of Iraq after the loss of Al Qaeda's Afghan sanctuary in late 2001. "There have always been people going to Pakistan, but it is more frequent now," said a senior French intelligence official who, like others interviewed for this report, spoke on condition of anonymity. "There is a return. It is a cycle. . . . And you have the attractive phenomenon that all the big chiefs of Al Qaeda are there." Unlike Iraq, where foreign fighters plunge quickly into combat, recruits in Pakistan are more likely to be groomed for missions in the West …..(LA Times, 14 Oct 07)

Shi'ite groups say attacked Polish envoy, embassy in Iraq

Two Shi'ite militant groups have claimed responsibility for deadly bomb attacks on Polish targets in Iraq, saying they were in response to the alleged torture of Iraqi detainees by troops from Poland. In a video obtained by Reuters Television on Sunday, the hitherto-unknown Imam Hussein Brigades and Imam Moussa al-Kadhim Brigades said Poland, part of the U.S.-led coalition in Iraq, had allied with the "devil" America to kill Iraqis……(Reuters, 14 Oct 07)

The South Korean church that sent a group of Christian aid workers to Afghanistan said it had been asked to pay more than 60,000 dollars towards the cost of rescuing them from the Taliban. Book Faults Israeli Air War in Lebanon

A study of the 2006 Israeli-Hezbollah war commissioned by the United States Air Force and to be published this month concludes that Israel’s use of air power was of diminishing value as the fight dragged on because it was used without enough discrimination. Although the war was widely criticized in Israel and abroad for relying too heavily on the air force, the study argues that air power remains the most flexible tool in fighting groups like Hezbollah, because ground forces alone could not have achieved Israel’s aims……(New York Times, 14 Oct 07)

Israel Struck Syrian Nuclear Project, Analysts Say

Israel’s air attack on Syria last month was directed against a site that Israeli and American intelligence analysts judged was a partly constructed nuclear reactor, apparently modeled on one North Korea has used to create its stockpile of nuclear weapons fuel, according to American and foreign officials with access to the intelligence reports……(New York Times, 14 Oct 07)

The biggest threat to the West lies within itself, not with Islam

…Last week a 29-page letter to the Pope was issued from a galaxy of 138 Muslim leaders designed to refute any such exclusive creed. It pleaded for better understanding between Christians and Muslims, based on a shared monotheism and the affinity between the Bible and the Koran. Both contained commandments to love a single god and to love one’s neighbor. The archaic language boiled down to hoping that the two religions might respect each other because “the future of the world depends on peace between Muslims and Christians”. The letter is certainly an advance on the first missive to Nicephorus, a 9th-century prince of Rome, from Harun al-Rashid, a Muslim caliph…..(Sunday Times , 14 Oct 07)
