In a post 9/11 world the threat to assets and infrastructure is greater than ever, and it takes more than a reactive posture to counter these threats.

 

The safety and security of any nation, community or organization starts and ends with human expertise. 

 

Knowing your vulnerabilities and how they can be exploited by a hostile element is essential to reducing risk exposure. 

 

"Red Teaming" and Vulnerability Assessments conducted "through the eyes of the enemy" are a critical component of post 9/11 security operations.

The terrorist adapts daily to his/her environment and is constantly changing tactics.

 

Therefore, it is critical for us to deepen our understanding of the enemy, including their capabilities and the evolving threat posed by an adaptive adversary that learns from its successes as well as its failures. 

 

Because of their ability to adapt the terrorist presents a much more difficult target to collect against, than enemies of past wars. 

 

Their indiscriminate tactics are often directed against soft targets and civilian populations, and it is critical that we understand these tactics and the adaptive process in order to mitigate risk to US interests.

 

Bureaucracies are unable to adapt due to rigid processes, which limit their capacity for operational success.

  

Bureaucracies cannot move faster than their institutionalized operational tempo allows, and their centralized locus of control imposes critical restrictions on operational tradecraft, tactics and their ability to adapt alongside the enemy in real-time.

 

Successful operations demand decentralized command and control authority and flexibility.

 

Decentralizing operations is critical if we are to engage the adversary in adaptive offensive counterterrorism operations. 

 

The private industry is in a unique position to bridge this operational gap, and to provide the Government and other Bureaucracies with critical services and capabilities designed to anticipate and neutralize, rather than react to, the realities of terrorism and the new 21st century battlefields. 

 

These include non-combat urban environments among civilian populations where conventional forces cannot operate, but in which the terrorist moves freely and undetected. 

 

It is, therefore, critical to implement offensive HUMINT detection programs that are designed to identify and interdict terrorist activity while it is still in the pre-operational planning stages. 

 

This can be done by understanding the ideological doctrine behind modern terrorism and the prevailing methodology and attack cycle used by terrorist organizations in selecting targets and carrying out attacks.
